Is there 5000 bonus for M.Phil holders. Because it's there for college/university lecturer.

as far as m.phil allowance is concerned,people have numerous opinions. som say that it statrs with salary but many say that when one gets permanent after 3 years then one becomes eligible for it. can any one guied us in this regard?
